During the 2025 India-Japan Annual Summit, both countries agreed to an Action Plan for Human Resource Exchange & Cooperation, aiming for over 500,000 people to travel between India and Japan over the next five years. That includes 50,000 skilled and semi-skilled Indian workers heading to Japan.

The exchanges will cover multiple sectors: education, industry, research, culture, and grassroots people-to-people interactions. There will also be efforts to promote Japanese language education in India.

What’s New with PR & Immigration Fees in Japan
Japan will increase many immigration fees. The Permanent Residency (PR) application fee will go up from ¥8,000 to ¥10,000.
Other changes include:
- Change of residence status/visa extension fees rising to ¥6,000 for in-person applications and ¥5,500 for online ones.
- Re-entry permits (single/multiple) also see increases.
